    If the file name is static, you can use Window's active desktop features to get the pic for you.

    I've created a html page in C:\Windows\Web\Wallpaper called background.html:

    Code:
     <html>
    <head>
    </head>
    <body BGCOLOR="000000"><body BACKGROUND=[url="http://wherever.com/today.jpg"]http://wherever.com/today.jpg[/url] align="center" border=0>
    </body>
    </html>

    Then I can set the desktop's background image to the background.html file. Everytime windows boots (or you refresh the desktop) the image will be downloaded from the web.

    If the image isn't static, you've got some programming to do. (Perl is your friend) :)
