nurb global wave toolbar??

Anybody know how to get rid of this shitty thing ?

After already doing that, and yes, I have it updated, and it failing.
Any other suggestions? google.ca can't find anythign on it.

 

check add remove progs, most search bars are found in there, failing that

All suggestions failed. Except format c: I don't quit that easy.

However, a program named "Hijack This" toasted it.
