how do i get rid of this

    i keep gitting this(res://mshp.dll/index.html#10213) comming up as my home page i have tryed changing the home page in internet options and it works but as soon as i log of and log back in it goes right back , I have also tryed resting internet settings and that does not work either, any help would be great.
